Background Information for the Winter Cities Movement
The Livable Winter Cities Association was founded in 1983 by a Toronto journalist, Jack Royle. It was incorporated as a registered society in 1984 to promote circumpolar economic development and inspire a positive attitude towards winter. The Association searches for product design to improve living conditions in winter cities, explores how climate variations affect human behaviour and energy and examines environmentally sound use of the earth's resources. Biennial conferences are sponsored and members are kept up to date on latest trends and developments through a quarterly newsletter. The Association Secretariat has been located in Calgary and in Yellowknife and is currently based in Prince George.
Mandate of the Prince George Winter City Committee
The purpose of the Prince George Winter City Committee is to promote positive winter life-styles for Prince George citizens and the general community through:
- the development of winter recreation and tourism;
- the encouragement of Prince George's climate-related economic opportunities;
- the importation of experiences and successful technologies from other Winter Cities around the world;
- the development of cold climate expertise in a variety of areas (e.g. urban design, transportation, etc.) through liaisons with the business, tourism and educational communities; and
- the development of a strong organization capable of encouraging and hosting educational and informational events such as Winter City conferences and seminars.
As a City Council committee, the Prince George Winter City Committee shall provide advice and encouragement to City Council, other city committees, city operations and the community at large to stimulate the full involvement of the Prince George community in our efforts to become a progressive Winter City.
Membership
The Committee shall consist of twelve members who shall be representatives of:
