DRAFT Golf Course - Pine Centre Neighbourhood Plan
Introduction
The City of Prince George has engaged McElhanney Consulting Services Ltd. and Site360 Consulting Inc. to complete a neighbourhood plan for the area shown in this map while remaining sensitive to downtown redevelopment, maintaining green space, considering commercial development and contextually relevant to the surrounding neighbourhood form and character. The plan boundary encompasses the Pine Centre Mall, Prince George Golf & Curling Club, Roll-A-Dome, Prince George Playhouse, and Pine Valley Golf Course.
The intent of this plan is to provide certainty to the general community, land owners, and developers respecting the appropriate land use and development of this key property at the intersection of Highways 16 and 97. The proposed concepts recognizes the important historical role these lands played in the development of our community, as well as the existing economic, environmental and social issues that are driving the present redevelopment.
The opportunity to redevelop these lands became evident with the pine beetle infestation and its resulting destruction of most of the pine trees in this area between 2003 and today. Over a number of years various development proponents approached the PGG&CC and the City to acquire and redevelop these lands. To resolve the numerous complex development issues in this area Council directed staff to prepare a neighbourhood plan for the Golf Course – Pine Centre area and include within the scope of the neighbourhood plan continued access to 18 hole, par three golf. This decision was presented in a media release issued by the Mayor’s Office on December 4th, 2007, advising the public of the impending neighbourhood plan.
The timing of this neighbourhood plan’s development was significantly impacted by the dynamic nature of community engagement, stakeholder interests, and the global economic crisis which dramatically affected development demand across British Columbia, and reduced the immediate development potential of this site. As a result of these changing circumstances, all of the economic development assumptions had to be reassessed.
In consultation with various stakeholders the Site360 again prepared alternative development scenarios to address the numerous complex issues raised through the community consultation process which included:
- mitigating negative impacts to downtown redevelopment,
- the phasing, timing and cost of relocating certain recreation facilities,
- preserving and enhancing certain on-site recreational amenities (including an 18 hole par 3 golf course within the plan boundaries),
- the overall aesthetic of this prominent area,
- off-site works triggered by the proposed development, and
- compliance with the OCP with respect to proposed uses.

Community Consultation Plan
Every neighbourhood plan requires early and ongoing consultation with stakeholders, land owners and the general public. The consultation plan proposed below acknowledges the need of Prince George residents to become aware of the revised draft Golf Course – Pine Centre Neighbourhood Plan. Once community consultation is complete City staff will summarize the results, and prepare a final report and recommendation(s) for Council’s consideration.
The Community Consultation Plan shall include:
- Advertisements in the local newspaper.
A concise description of the proposal will be published in local newspapers, a request for written comment, and description of time and location of the open house. The advertisement shall be included in City Matters, which is in the Friday edition of the Prince George Citizen, and twice as stand-alone advertisements of the local newspapers.
- Advertisement on the City’s web site.
A new web page will be created under the “Recent News” heading on the City’s main page for the proposed changes which will contain a concise description of the proposed neighbourhood plan, a copy of the Staff Report to Council, information on the time and place of open house, city contact information, along with a request for written comment (i.e. downloadable input form).
- Stakeholder Consultation
Stakeholders to be consulted with include:
- land owners and occupiers within the plan boundary, and in the adjacent neighbourhood
- Government Ministries and Agencies (e.g. Ministry of Transportation)
All stakeholders will receive a concise description of the proposal along with a request for written comments. Meetings will also be held by the Planning & Development Department with Stakeholders individually and upon request.
- Open House
Following appropriate notification, the Department intends to organize an open house. The open house will serve to inform stakeholders, and members of the public, of the proposed changes. The open house will also serve as an opportunity to solicit feedback from the entire community on the proposed changes.
A public open house took place on Monday July 26, 2010 from 5:00 pm to 7:30 pm at the Prince George Golf and CurlingClubhouse, 2515 Recreation Place to inform stakeholders and members of the public of the proposed neighbourhood plan and provide an opportunity to solicit feedback from the entire community on the proposed changes. In addition, the opportunity to comment was available until Tuesday, August 3, 2010 and utilized comment forms both in hard copy and an online form.
